Initiate and sustain coordination and synergy between the Field Office and its intermediaries and stakeholders to enable them to become empowered, pro-active and highly supportive partners in the delivery of coordinated social services. It is responsible in building or enhancing the capacities of internal staff and institutional partners through training/capability building, knowledge management, technical assistance and standards enforcement. The IDD is also responsible for services related to addressing the FO’s manpower requirements and ensuring the well-being of personnel towards greater employee productivity and overall organizational effectiveness. It shall lead the implementation of policies and systems relative to manpower planning, recruitment and selection, performance management, human resource needs assessment, career development and employee welfare and labor relations.

The Institutional Development Division is composed of the following Units:

  • Human Resource Development Unit

Responsible in addressing the competencies of F.O.’s internal staff and partners in performing and achieving its goals as lead in the social welfare and social protection sector. It is also responsible for services related to addressing the F.O.’s manpower requirements and ensuring the well-being of personnel towards greater productivity. It shall lead the implementation of policies and systems relative to manpower planning, recruitment and selection, performance management; human resource needs assessment, career development, promotion of employees’ welfare, and labor relations.

  • Standards Unit

Responsible for monitoring and enforcing the regulatory functions of DSWD. It shall monitor compliance of registered, licensed and accredited SWDAs to the set standards on community-based and center-based programs and services.
