Provide leadership in the management of social protection programs and services and in orchestrating the effective implementation of core poverty reduction programs through various strategies and approaches; facilitate convergence efforts in coordination and collaboration with other divisions in the Field Office, line agencies, and other concerned offices and agencies; provide technical assistance and resource augmentation to LGUs, NGO, CSOs and other partners/stakeholders.

Protective Service Unit

Supervise, monitor, and provide technical assistance and resource augmentation for responsive and efficient implementation of social welfare and development programs and projects to ensure the protection of the vulnerable sectors.

The Protective Services Unit covers the following programs and services:

  • Social Welfare And Development  Team

The organizational link of the regional DSWD in every province. The team ensures that the regional DSWD is represented “when and as needed” and that technical assistance and resource augmentation are available to the DSWD’s partners, intermediaries, and clientele. The team strategy fosters continuing assistance to the LGUs, NGOs, and POs to enable them to adapt and implement the programs and services responsive to local social welfare and development concerns, as well as enhance their capacities for efficient and effective social welfare service delivery. It shall automatically respond during a disaster by conducting the rapid assessment, providing an immediate report to the Field Office, assist the LGU in the relief operation, and attend local disaster risk reduction council meeting and other related tasks responsive to the needs of the locality where he or she is assigned.

  • Residential Care Program (Centers/Institutions)
    • Responsible for the implementation of center-based programs and services particularly in terms of case management of its residents/clients.
  •  Community-Based Welfare Program
  • Responsible for the provision of technical assistance and resource augmentation for the devolved and retained community-based program/services for the vulnerable sectors such as children in need of special protection, youth with special needs, women in especially difficult circumstances, persons with disability, older persons, disadvantaged families and communities at risk, to empower and move them to a situation where they are active participants in their development.
  •  Risk Reduction and Management Program
  • Leads in the planning, coordinating and monitoring of all disaster response efforts in accordance with RA 10121, also known as National Disaster Risk Reduction and Management Act of 2010.
  • Alternative Parental Care Program
  • Develop families who can provide alternative care to vulnerable children and individuals. Monitor and provide technical assistance to the Community and Center-based social workers on the requirements and process of the issuance of certification declaring a child as legally available for adoption, local adoption and foster care program in accordance with the existing laws and issuances.
  • Social Pension Program
  • Ensures timely, effective and efficient implementation of the program in the respective provinces/municipalities.

Poverty Reduction and Convergence Program Unit

Responsible for the implementation of DSWD three core programs for poverty reduction applying the DSWD’s Convergence Framework.

Under the direct supervision of the ARD-DRPM, assisted by the Regional Program Coordinator (RPC) for each program:

  • Sustainable Livelihood Program

Responsible for managing the implementation of sustainable livelihood programs and projects through community-driven enterprise development strategies and processes. It shall lead the Field Office in establishing linkages and networks with potential partners for sustainable livelihood programs and projects.

  • Community Driven Development Program

Responsible for the management and implementation of KALAHI-CIDSS project and other projects implemented using a community-driven development approach.

  • Pantawid Pamilya Pilipino Program

Responsible for the execution of plans, procedures, policies, and activities relative to the implementation of the Pantawid Pamilyang Pilipino Program.
