Recently, Department of Social Welfare and Development staff under the Disaster Response Management Division (DRMD) conducted a series of site visits to relocation centers around Region VIII to follow up on the status of the Core Shelters Assistance Project (CSAP) (read it here: https://fo8.dswd.gov.ph/2019/05/dswd-conducts-follow-up-on-housing-projects/) These site visits were conducted to check the status of the Core Shelters, to follow up on their construction, and to address the concerns of the beneficiaries.

After these site visits, the construction of the CSAP units is seeing progress. Based on the latest reports, 576 units have already been completed, while 156 units are still undergoing construction across Region VIII – 127 in Leyte (43 in Hilongos, 4 in Hindang, 80 in Inopacan), 23 in Culaba, Biliran and 6 in Guiuan, Eastern Samar. These are part of DSWD’s total target of 940 Core Shelters across Region VIII.

The Core Shelter Assistance Project is a housing project built for disaster survivors by disaster survivors. Each of these shelters are environmentally friendly and structurally strong, able to withstand up to 220 kph of wind velocity, and earthquakes up to intensity 4 on the Richter Scale and are built using locally sourced materials.

Like any other DSWD programs, the CSAP is made possible through the help of partnerships. DSWD, along with several partners, provide the funds for the materials while the beneficiaries themselves build the shelters. DSWD uses the cash-for-work or food-for-work modality to address the needs of the beneficiaries while they build these shelters. The Local Government Unit provides the lot where these shelters are built. The beneficiaries of the CSAP are Yolanda survivors who were validated by the Municipal Social Welfare and Development Officers. These beneficiaries are organized into the Neighborhood Associations for Core Shelter Assistance, which is responsible for the development of their community.
