TACLOBAN CITY – Volunteers and staff from the Local Government Unit continue encoding data from the Social Amelioration Cards into a database for the beneficiaries of the Social Amelioration Program. According to the City Social Welfare and Development Officer Chona Bahin, they have already implemented a 24-hour shifting schedule to expedite the encoding of data.

Tacloban City is just one of the LGUs across Region VIII encoding the SAC forms. Based on reports received, 88 LGUs across the Region have already started encoding, while nine have already completed. These nine include Matuguinao in Samar, Lawaan in Eastern Samar, Alang-alang, Carigara, Mayorga, Tunga, Abuyog, and Mahaplag in Leyte, and Silago in Southern Leyte.

DSWD encourages the LGUs to complete the implementation of the SAP through the submission of their liquidation reports and the encoding these data, as required by DSWD’s guidelines (Part X of Memorandum Circular 9), and based on the Memorandum of Agreement executed between the LGUs and DSWD.

DSWD staff are continually contacting the LGUs for updates on encoding. DSWD IT staff have also developed an offline system for encoding which can be used in remote areas, in consideration for Geographically-Isolated and Disadvantaged Areas (GIDA) without internet connection.

The encoded data will then be sent to DSWD’s Central Office, and will be used as basis for cross-matching of those who have received cash aid from DSWD and other agencies.

In the meantime, DSWD continues to receive and process the liquidation reports from the LGUs who have completed the distribution of the P5,000 Emergency Subsidy.
