Hindang Local Chief Executive Elpidio Cabal, Jr. signed the Memorandum of Agreement (MOA) with the Department of Social Welfare and Development (DSWD) Field Office 8 for the implementation of the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) yesterday, July 23, at the Sangguniang Bayan (SB) Session Hall.
Cabal said they had been waiting for long for the project to be implemented in their municipality. “I remember during the tambiolo selection last year, we were very eager to be chosen but sadly, we went home na luhaan (with tears)”, he added.
In spite of not being picked last year as municipal beneficiary in the tambiolo process, the municipality of Hindang did not loose hope.
“We have been praying for this project. It’s an answered prayer that finally it’s here. And I commit to fully support its implementation in my municipality”, Cabal pledged.
Kalahi-CIDSS Regional Project Manager Eubolo Co explained, “After the Local Government Unit (LGU) of Calubian backed out because they could not provide the local cash contribution (LCC) as counterpart, Hindang, being next in rank, became the replacement. The provision of the thirty-percent (30%) LCC of the total project cost is one of the responsibilities of the LGU as stated in the MOA. However, the partnership could be terminated depending on the performance of the LGU. Or if the LGU decides not to continue, they can only avail of one cycle instead of three”.
Hindang is a 5th class municipality in Leyte with a total of 20 barangays and a population of 20, 179 people according to the 2010 census.
Kalahi-CIDSS is an anti-poverty project of the government spearheaded by the DSWD. It promotes and advocates the Community Driven Development (CDD) process through participatory, transparency and accountability. It aims to improve local governance, empower the community and reduce poverty.
CDD is a process wherein the community identifies, select, design, implement and maintain sub-projects according to their most pressing needs.
