The PANTAWID PAMILYANG PILIPINO PROGRAM (4Ps) was launched recently in Capoocan town of Leyte province, one of the eleven Set Three recipient municipalities of the region.  Mayor Federico Carolino,  in his welcome message, termed it as “hulog ng langit” or gift from heaven, before some 456 beneficiaries of two poorest barangays of same town who attended the affair held at the town’s multi-purpose and sports center.
