
DSWD Eastern Visayas recently conducted training on the provision of Technical Assistance and Resource Augmentation (TARA) to the Local Social Welfare and Development Officers (LSWDOs) of requesting LGUs in preparation for the full implementation of the Mandanas Ruling.
In 2022, Mandanas Ruling will be implemented in the country, thereby increasing the share of national government tax revenue transferred to local governments. DSWD Field Office VIII has started to address concerns regarding the LGU’s financial and technical capacity to absorb re-devolved mandates while maintaining full autonomy in planning and managing the additional resources intended for the delivery of devolved social welfare services.
Capability Building Section Head Myrlina Pascual said that the training is timely as the agency prepares for the implementation of the Mandanas Ruling next year. This training will equip the field workers to strengthen their partnership with the LGU.
“Several programs, such as the Supplemental Feeding Program and the Assistance to Individuals in Crisis Situations (AICS) will be devolved to the LGU. DSWD will no longer be the lead implementer of these programs. The agency’s role is to provide TARA intervention in the form of training activities, orientation, consultation meetings, demonstration sessions, workshops, fora, conferences, informal capacity building (such as coaching and mentoring), and even conduct surveys and studies”, she added. The training aims to ensure that the Sub-Field Offices will be well capacitated so that they can help the LGUs implement these programs because they will be our linkage to the local government,” Pascual emphasized.
Staff from various Sub-Field Offices across the region attended the two-day training which sought to impart a comprehensive understanding of DSWD’s role in providing TARA.
