PALO, LEYTE- The Civil Service Commission Regional Office VIII granted its first ever CSE-Preference Rating to Rey B. Peñaranda, Administrative Aide I, of the Department of Social Welfare and Development Field Office VIII, Palo, Leyte.
Mr. Peñaranda took the 3 March 2024 Career Service Examination in Tacloban City and obtained a rating of 71.33, in which he qualified for the grant of the CSE-PR based on length of service and work performance.
He has dedicated 27 years of his life in public service through the DSWD Field Office VIII, where he started as a casual employee holding a position of utility worker for 5 years. From then on, he was appointed as a permanent employee of same position in 2002. Three years later, he was promoted as Administrative Aide I. He is an integral member of the DSWD Regional Resource Operation Center, where his services for relief and rehabilitation efforts are indispensable.
Mr. Peñaranda shows the type of dedicated public servant this resolution aims to support. With 27 years of committed service at DSWD Field Office VIII and a proven track record of excellence as proved by his 2018 Dangal ng Bayan Award, he has consistently demonstrated the exemplary conduct and performance required to benefit from such initiatives. His long-term service and outstanding performance ratings not only highlighted his eligibility for additional preference points but also emphasized his enduring commitment to public service.
Under CSC Resolution No. 2301123 or the Career Service Eligibility – Preference Rating, which was promulgated on 7 December 2023, and took effect on 12 February 2024, a Preference Rating of up to 10 points will be added to scores within the failed rating range (70.00 to 79.99) for Career Service Examination (CSE). This adjustment allows qualified applicants to achieve the passing rate of 80.00, thereby qualifying them for Career Service Professional or Subprofessional eligibility. To be eligible for the additional points, JOCOSC6, (Job Order, Contract of Service, Casual, Contractual, Coterminous, Categories III and IV workers, and Career service employee with first level eligibilities, and or a combination of the aforementioned) employees must have completed an aggregate of at least 10 years of service in the government as JOCOSC6, with a performance rating of at least Very Satisfactory (VS) or its equivalent in the latest/available two rating periods immediately preceding the date of application for the grant of eligibility.
