The Municipality of Zumarraga approved an Implementing Rules and Regulations (IRR) relative to the Municipal Ordinance Institutionalizing the Community-Driven Development Approach and processes in Identification, Appropriation of Funds/ Resource Allocation, Monitoring and Evaluation of approved Programs, Projects and Activities (PPAs) to Local Planning Process of LGU Zumarraga Samar.

The KALAHI-CIDSS program of DSWD utilizes a Community-Driven Development (CDD) approach, empowering communities to identify and implement their own development projects. It aims to alleviate poverty and improve local governance by involving community members in all stages of the process, from planning to implementation.

With this, these Rules shall provide guidelines on the institutionalization of Community-Driven Development as an approach to Good Government with the elements of Participation, Transparency, and Accountability for a constructive engagement between citizens and government in monitoring government’s use of public resources to improve service delivery and access to basic services, protect rights and promote community welfare.

Further, the IRR stipulates that every barangay shall have a group of Community Volunteers in the name of Barangay Implementation Management Committee (BIMC) to strengthen the capacity of local communities and barangay local government unit to initiate, plan and implement, manage and supervise their barangay PPAs, among other things.

This initiative strengthens the support and commitment of the Local Government Unit in the agency’s pursuit to advocate for the institutionalization of CDD.
