Hindang, Leyte — October 8, 2015. Twelve community subprojects implemented through the Department of Social Welfare and Development’s poverty and alleviation program, Kalahi- CIDDS or Kapit Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services were handed over to twelve barangays of Hindang, Leyte during ceremonial turn-over rites held at the municipal gymnasium.

Leyte Governor Dominic Petilla led the turn-over of the twelve completed KC-NCDDP and MCC funded projects in twelve barangays of Hindang, Leyte. Hindang Mayor Elpidio Cabal, Jr. welcomed Governor Petilla, Vice – Governor Carlo Loreto and other guests to said event.

The projects handed over to the municipality were the following: Rehabilitation of Gravity Fed Level II Water System in Bgy. Capudlosan, the improvement of barangay road in Bgy. Himacugo, the construction of a footbridge in Bgy. Ma-asin, the construction of a 59 line meter sea wall in Bgy. Poblacion I, the construction of a 90 line meter sea wall in Bgy. Poblacion II, the construction of a sea wall in Bgy. Tabok, the construction of a Day Care Center in Bgy. San Vicente, the construction of a flood control in Bgy. Katipunan, the solar powered electrification system in Bgy. Himokilan (an island barangay), the construction of slope protection in Bgy Baldoza, the improvement of a 0.220 kilometer barangay road in Bgy. Canha-ayon, and the improvement of a barangay road in Bgy. Mabagon. Said projects were funded by the Millennium Challenge Corporation (MCC) and National Community Driven Develoment Program (NCDDP).

In a separate interview, Himokilan Island Bgy. Chairman Dominador Cabite expressed his gratitude for the solar – powered electrification system. According to him, their island barangay really benefits from this project, saying, “That which was given by DSWD Kalahi-CIDDS has been of great help to us. People who would like to work at night are now able to do so. School children are now able to study at night if they are not sleepy yet. They can now study in their homes.”

The barangay chairman continued, “We collect a maintenance fee of P30 from every household and deposit this to the barangay account for bulbs that need to be changed (fixed) and for other maintenance expenses. Compared to generators which are expensive and easily destroyed, the solar system is so much less costly. We are so grateful to DSWD Kalahi CIDDS and to Engr. Pineda. Our barangay is brighter now and well-lighted”, Bgy Chairman Dominador Cabite happily said.
After the turn-over rites, Kalahi CIDDS-NCDDP Regional Monitoring and Evaluation Officer Malou Acebedo, who represented the DSWD Eight, thanked everyone – the volunteers, staff, and all those who participated in this affair.

Meanwhile, a Municipal Talakayan, was ongoing during the day of event. The “talakayan” is a daylong joint activity of the LGU and DSWD through Kalahi-CIDSS, whereby it presents and measures the development status of the community, as well, as the plans of the MLGU. Conducted annually, community citizens, local government officials, organized local groups meet and discuss their municipal-level development situation, issues and identify actions to address their concerns. This activity also aims to identify the gaps that need to be addressed through the LGU’s programs and interventions of other line agencies.The planned programs and projects should address the needs/gaps identified on the areas of poverty reduction, governance and people empowerment.
