Reconstruction of damaged school buildings and day care centers was one of the Kalahi-CIDSS top sub-project priorities in the region to address the insufficient number of classrooms after Haiyan

The Kapit-Bisig Laban sa Kahirapan and Integrated Delivery of Social Services (Kalahi-CIDSS), an Empowerment Program of the Department of Social Welfare and Development (DSWD),  has recorded a total of 3, 910 rehab projects completed in the Eastern Visayas region.

Said projects were accomplished under the National Community-Driven Development Program or NCDDP funding of Kalahi-CIDSS, focused on the reconstruction of small-scale infrastructure damaged by Super Typhoon Yolanda (Haiyan) three years ago.

As part of the national government’s recovery and rehabilitation efforts, Kalahi-CIDSS’ Community-Driven Development strategy was utilized as an implementation mechanism to help reconstruct local infrastructure and establish a more efficient delivery of basic social services to communities affected by the typhoon, faster and better.

The Community-Driven Development strategy allows community members to gain control over decision making and access to resources through grassroots mobilization and inclusive participation in coordination with the Barangay and Municipal Local Government Unit.

As of November 9, 2016, Kalahi-CIDSS has completed 864 community projects within the Leyte Province which comprises most of the Yolanda-affected municipalities.

Most of these projects are improvement of basic services like water systems, solar electrification projects, as well as school buildings and health centers. Other community projects which were turned over this year include reconstruction of  infrastructures like access  roads and footbridges; and disaster risk mitigation projects like flood control and slope protection.

The total disbursement accomplishment of the program from the NCDDP funding reaches a total of Php 2.061 billion which was allotted for the rehabilitation projects.

Said DSWD Regional Director Resty Macuto, “Kalahi-CIDSS’ CDD strategy has an enormous role in effective disaster response. Through this program, community members are given the equal opportunity to implement projects based on their own assessment and decisions. Strengthening the capacity of our people with the right intervention will also strengthen their resilience and their adaptation to the new normal. And this is what  Kalahi-CIDSS has been doing in the region, empowering the people”.
