OIC-ARD Jaime EclaveaAfter the first two KALAHI-CIDSS Project barangay assemblies, this municipality is being primed for the rigors of sub-project implementation.  This stage of the KALAHI-CIDSS  Project calls for more informed and committed participation from the community, barangay volunteers, municipal and barangay officials, and the municipal and the KALAHI-CIDSS area coordinating teams.

The KALAHI-CIDSS Project’s Grievance and Redress System is a sub-project monitoring system that provides community members, volunteers, barangay and municipal officials access to the speedy resolution of complaints and provides them sub-project updates during and after the sub-project implementation stage.

To set the monitoring mechanism in place the Municipal Coordinating Team and the KALAHI-CIDSS Area Coordinating Team were invited to the July 8, 2010 orientation on the Grievance Redress System held in this municipality.   Providing the orientation is Regional Monitoring and Evaluation Officer Rey Soliveres.

According to Jaime P. Eclavea, DSWD OIC-Assistant Regional Director and KALAHI-CIDSS Regional Project Manager, “the KALAHI-CIDSS Grievance Redress System is a new concept for municipal and barangay officials and community constituents; the mechanism is another proof that the Project, means business, serious business.”
The Grievance Redress mechanism gives meaning to the KALAHI-CIDSS values of transparency and accountability.  The orientation includes the organization and processes of the system – what is it, who are involved, who may complain, and how and where to file complaints or queries on sub-project implementation.    The volunteers of the 13 barangays will undergo the same orientation in August, next month — OIC-ARD Eclavea added.
