Three Balangiga barangays will be featured in a national video documentary depicting the impact of government support in poor municipalities. In Balangiga, the two-man documentation team led by nationally and internationally acclaimed director, Ditsi Carolino took video shots of everyday life and the impact of the KALAHI-CIDSS: KKB Projects in barangays Bacjao and Cag-olango and the solution of potable water shortage in Sta. Rosa.

The video will highlight the active role of volunteers and community officials, the impact of an additional elementary two-classroom building, sufficient and easily accessed potable water, water-sealed toilets, and drainage systems. How these projects made life better for the people in the barangays will be showcased in the documentary.

Furthermore, the documentary will also highlight how volunteers and community members have learned to get involved in project selection, planning and execution, and project management and monitoring.

The documentary will also record how the local government supported the barangays before, during, and after project implementation. The details are presented by the Municipal Secretary to the Sangguniang Bayan, Marciano Deladia in a video-taped interview. Deladia was involved in the Project under two different local chief executives from 2004 to 2009.

KALAHI-CIDSS: KKB is one of the government programs battling poverty in the country. The Project is the contribution of the Department of Social Welfare to the government’s anti-poverty campaign. Balangiga in Eastern Samar is one of the municipalities that has successfully implemented the KALAHI-CIDSS Project in Region Eight in 2003 to 2006.

The municipality was also one of the first two recipients of the Makamasang Tugon, a community driven development initiative. The other municipality that benefited from this same project was Maslog town, also in Eastern Samar.

Ditsi Carolino is internationally recognized for her documentary “Bunso” (The Youngest) which bagged the top award during the OneWorld 2005 Documentary Films Festival held in Prague, Czech Republic.  Carolino was in Balangiga August 2 and 3 for a two-day shoot that included interviewing project stakeholders and ocular inspections of the existing projects.
