The Department of Social Welfare and Development through the Listahanan or the National Household Targeting System for Poverty Reduction (NHTS-PR) project recently started its data entry of the most recent socio-economic information gathered through the so called Family Assessment Form (FAF).
Listahanan is an information management system that allows the identification of poor households eligible to become beneficiaries of the social protection programs of the DSWD and its stakeholders.
The newly gathered data will allow assessment of the poverty status of unregistered social pensioners and existing beneficiaries.
With this, the department can proceed to the identification of beneficiaries who will continue to receive monthly stipends and those who will be included in the regular Conditional Cash Transfer program. As of July 14, the National Household Targeting Unit (NHTU) has now assessed 84% or 1, 894 out of 2,255 MCCT beneficiaries and 43% or 3,350 out 8,159 Social pensioners.
To ensure data quality, accomplished FA Forms are reviewed and controlled before data encoding in the Listahanan database. The five encoders have a quota of 80 FAF per day to be done within 15 day period.
“The NHTU is making all the necessary efforts to expedite yet taking sure-fire steps to update the targeting system”, says Yvonne Serrano-Abonales, the Listahanan Deputy Regional Project Manager.
Abonales also reported that the NHTU is conducting series of spot checking to ensure that only exact, accurate and complete data are collected. Field staff in each province is randomly monitored to ensure that procedures in conducting household assessment are being followed. This is one of the efforts to maintain the integrity of the system.
Apart from the FAF form, the data collected through the Barangay Community Characteristics (BCC) form is also entered in the system. The BCC is used to capture the economic activity within and outside the two kilometer range of the barangay. (Desarina Alessandra Payo)
