Mayor Lesmes Lumen of La Paz in Leyte commented recently that the DSWD’s Emergency Shelter Assistance (ESA) program is a good one and that the procedure involved was rather tedious. He made said announcement during the second “Hisgot ha Otso” monthly media gathering of the DSWD Field Office Eight last July 20, 2015 in La Paz, Leyte. The activity was combined with a media tour to some barangays with completed sub-projects under the DSWD’S KALAHI-CIDSS National Community Driven Development Program. “We have to come up with a clean list and have to pull out from the original list those who were able to avail of full housing assistance from non-government organizations and other sources,” he said. He also emphasized that there would be no problems as long as we stick to the guidelines set by the DSWD, and that he has ensured that the selection is being followed. Since July 13 of this year when the DSWD downloaded a total of more than a hundred million pesos to the municipality, the Municipal Mayor has directed his concerned staff to hasten review of list and all other requirements. There are more then four thousand Yolanda victims coming from all of 35 barangays of his town who are to benefit from the cash grant
