DSWD’s ABC (Accounting, Budget and Cash) get together for one – and- a half day to determine and document the existing internal control structure of the three units in support of the Risk Assessment and Risk Management Process. Said Internal Audit Service chief, Wayne Belizar, of DSWD Central Office, “internal control is a means to an end.” He emphasized the need to examine values and current systems, know what are the problem areas, and find out why it can’t be accomplished. Further, he stated that “controls do not only address the symptoms but the root cause, is not only detective but corrective.” Belizar, who has been in the region for a few months now and will be till the end of the year, has been doing a lot of mentoring to financial staff of the Field Office. “Let’s talk more often; talk to Operations. Communication is the key!” the Department head pointed out. On the other hand, DSWD Regional Director, Restituto Macuto, lauded Belizar and said the review activity on the Internal Controls is vital especially that the staff will acquire value – added skills. Belizar also pledged to institutionalize the activity, and aired his strong belief that “if controls are in place and substitute ways can be done, then we can do something about it. It is really an exercise of leadership. The more we will be able to live by our core value of service excellence.”
