Sangguniang Bayan of Barugo sets the record as the first municipality in Region VIII to approve the Implementing Rules and Regulations (IRR) of a previously approved ordinance endorsing the adoption of the KALAHI CIDSS Community-Driven Development (CDD) process.

The Implementing Rules and Regulations was approved by the Sangguniang Bayan, thru the leadership of Hon. Mayor Ma. Rosario Avestruz, on September 2 of this year. It covers the institutionalization of CDD as a strategy to good governance, with the elements of transparency, accountability and participation. Participation, along the sustainability of subprojects, installation of a Municipal Monitoring and Social Accountability (MMSA) team which will oversee projects of the barangay (regardless of fund source) and provide technical assistance in the preparation of development plans and project proposals and monitor the implementation of these projects, and the creation of a Community Driven Development (CDD) unit.

The approval of IRR for CDD Institutionalization is a way of ensuring that the poor, disadvantaged and vulnerable segments of the society are tapped and developed as initiators and collaborators of resources for development.#
