Local Government Unit (LGU) of Silago, Southern Leyte bagged the regional award for 2020 Model LGU implementing Kalahi-CIDSS under the GAWAD PAGLILINGKOD SA SAMBAYANAN or GAPAS Award of the Department of Social Welfare and Development (DSWD).

Municipal Mayor Pacita Almine and Municipal Social Welfare Officer Chrisa Gerong received the award during the department’s 70th-anniversary awards and culmination ceremony on March 19, 2021 at The Oriental Hotel, Palo Leyte.

LGU Silago championed the Community -Driven Development (CDD) strategy by being the first local government unit in Eastern Visayas to institutionalize the Kalahi-CIDSS’ Disaster Response Operations Procedure (DROP) thereby recognizing and strengthening the involvement of the community and the local government units in integrating the Participatory, Transparency and Accountability mechanisms during the crisis and disaster-related responses.

Further, the municipality of Silago has passed numerous legislations supporting the CDD strategy whereby promoting the role of communities in the development sphere. Community-Driven Development (CDD) is a strategy used by the DSWD Kalahi-CIDSS program in implementing its projects in poor municipalities.

The DSWD, through the Pagkilala sa Natatanging Kontribusyon sa Bayan (PaNata Ko sa Bayan) awards, recognizes and gives distinction to the invaluable service of local development partners, local government units (LGUs), People’s Organizations (POs), national government agencies, groups, and organizations who have been partners of the department in delivering social protection services to improve the lives of the poor, vulnerable and disadvantaged sectors of the society.

GAPAS award is a sub-category of the PaNata Ko sa Bayan Awards. This award is a commendation given to model Local Government Units in implementing DSWD programs and services.
