The Harmonized Electronic License and Permit System (HELPS), which includes the digitalized process of obtaining the agency’s regulatory services for Social Welfare and Development Agencies (SWDAs), was officially launched by the Department of Social Welfare and Development (DSWD) effective on February 18, 2025 through its Standards Bureau (SB) as part of its commitment to improving service delivery and simplifying operations.
