Yocela Cagatin, 17 years old, daughter of Victoria Cagatin, laundry woman and Yosel Cagatin, fisherman and farmer, from the Limasawa Island, Southern Leyte, graduated as Class Valedictorian last year.

In a tearful statement, she shared, “Our family income actually depends on the weather. Sa time na lain ang panahon o may bagyo o habagat nga diin dagko ang bawud, diri kapanagat.
