Deputy Regional Program Manager Gerry Peneda Jr. explains the CDD Thematic Implementation of DSWD Kalahi-CIDSS in the region to the members of the Regional Inter-Agency Committee Meeting held in April 2018.

The Department of Social Welfare and Development’s Kalahi-CIDSS (Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services) program will pilot various Community-Driven Development (CDD) Thematic implementation in twenty-three municipalities in Eastern Visayas, this year.

Said initiative aims to develop a new application of CDD approach by addressing relevant issues currently faced by communities in the region. The new Kalahi-CIDSS engagement will also be an avenue to determine how other government agencies and stakeholders can utilize CDD in their respective sectors.

Based on the actual enrollment of municipalities, eleven LGUs  initially selected will start this April 2018. First batch includes: Almeria and Cabugcayan in Biliran Province;  General Macarthur, Quinapondan, Sulat in Eastern Samar; Alangalang, Barugo, San Isidro, and San Miguel from Leyte Province; Hinabangan, Samar  and Liloan, Southern Leyte.

Remaining municipalities such as Burauen, Hindang, La Paz, Macarthur, Matag-ob, Mayorga, Tabontabon in Leyte; Bontoc and Tomas Oppus, Southern Leyte; Llorente, and Salcedo in Eastern Samar; and San Isidro in Northern Samar will commence in  June.

In Region VIII, the Php 220 million implementation will focus on thematic issues such as: Disaster Risk Reduction and Management, Environmental Protection and Rehabilitation, Gender and Development mainstreaming and Indigenous Peoples’ Welfare, Water, Sanitation and Hygiene (WASH), and Sustainable Livelihood and Development.

Qualified municipalities were selected on the relevance of proposed CDD thematic application, LGU’s previous implementation performance, active Municipal Coordinating Teams, and LGU’s capacity and readiness to provide local counterpart contribution.

“The future of CDD institutionalization starts here. The result of LGU-led CDD Thematic implementation shall provide lessons and inputs to the Post-2019 CDD Successor Plan. This will also help intensify convergence initiative among National Government Agencies in empowering communities and uplifting the lives of the people of Eastern Visayas”, Regional Director Restituto Macuto emphasized.
