DSWD Kalahi CIDSS signed a partnership agreement with Technical Education and Skills Development Authority (TESDA) and Department of Environment and Natural Resources- Provincial Environment and Natural Resources Officer (DENR-PENRO) along empowering women and indigenous people through Non-traditional Skills Training and Community-Based Forest Management (CBFM) , respectively.

The ceremonial activity was held at the Annex Building, Municipal Hall, Almeria Biliran on April 4, 2019.

On hand to witness were representatives of other partners like the Provincial Director Elizabeth Garcia of TESDA and Chief of Management Services Division Nerio Guya of DENR-PENRO. While Deputy Regional Program Manager Gerardo Peneda represented DSWD in behalf of OIC Regional Director Yvonne Serrano-Abonales.

Over 23 Mamawa families of Brgy.Caucab (Sitio Palayan) of Almeria will benefit from this sub-project which is calledCommunity-based Forest Management (CBFM) agreement – A land tenure instrument for Mamanwa tribe : Indigenous People.

DSWD Kalahi CIDSS tapped Department of Environmental and Natural Resources (DENR) for their expertise and technical input on Community-Based Forest Management (CBFM) program.

However, DSWD Kalahi CIDSS funded the processing of tenural instrument with a total amount of Php 380,632.00 and will be implemented through the program.

Indigenous people are recognized to be socially and economically disadvantaged sector in the society.  DSWD Kalahi CIDSS, through this sub-project, supports the rights of IP to access occupancy, develop lands and natural resources to sustain their living.

On the other hand, target 30% of the women labor workforce of five barangays of Almeria will gain from these Nontraditional Skills Training on masonry and plumbing in the span of 34 days and 16 days, respectively. The said capability intervention will be provided by the Technical Education and Skills Development Authority so that women will be capacitated to do these nontraditional skills in the course of sub-project implementation.  

Kalahi CIDSS’ principle supports for Gender and Development Mainstreaming. It upholds that women are not limited to their reproductive and productive roles but should widen their occupational choices and opportunities to maximize the capacities of the women.

DSWD Kalahi CIDSS Region VIII builds tactical partnership and strategic alliance with agencies, academe, civil society organizations and private sectors along with Kalahi CIDSS implementation to make it more meaningful and successful.

Local Government Unit of Almeria will also implement community-identified sub-projects like water system, drainage canal and irrigation canal under Kalahi CIDSS this year. Total target number of household beneficiaries of all sub-projects is 1 845.
