Aside from damge to buildings, typhoon Ursula also caused considerable damage to communications. This caused reports from the provinces to be delayed. To speed up assessment, DSWD staff under the Disaster Response Management Division (DRMD) were sent out to gather reports manually from the provinces.

Yesterday, December 26, three teams consisting of DRMD staff were sent to the municipalities in Leyte, Samar and Eastern Samar respectively.

These gathered reports would be helpful in getting a clearer picture on the scope of the damages caused By Ursula, and will be used in determining the relief assistance that DSWD will provide.

DSWD provides augmentation and only provides relief after being requested by affected LGUs, since the LGUs are the first responders.
