“My father died early and so my mother had to raise the four of us on her own. She sewed garments, engaged in direct selling, and did many things. I saw her suffering,” shared by Kristylene.

Kristylene Ipil Sayao, 25 years old, came from a poor family, yet this did not hinder her from fulfilling her dreams. Instead, her difficult circumstances immensely moved her to rise up with various accomplishments.

She had strived hard to become a scholar of the Province of Leyte who finished a software development vocational course. Now she is taking up Bachelor of Science in Business Administration, major in Financial Management, at the Leyte Colleges, Tacloban City, while working to support her mother and provide the needs of their family.

Kristylene is a Pantawid Pamilyang Pilipino Program (4Ps) Administrative Assistant II of DSWD Field Office VIII. Her core responsibilities include but are not limited to assisting in the facilitation of recruitment, selection, and placement of 4Ps staff, in the collection, recording, and filing of their Human Resource documents including appointments, personal data sheets, Individual Performance Contracts (IPC) and Individual Performance Contract Reviews (IPCR), in the consolidation and submission of IPC and IPCR Certificates of Summaries.

She is an admirable lady who works silently in the background while ensuring that she delivers quality service, generates innovations to help facilitate office operations, go the extra miles and even beyond her work assignments. DSWD always has loads of work to do that she would extend beyond the regular eight hour work and spend some of her weekends in the office.

Her expertise in computer software and technological systems has been very valuable in our operations.

Among her various contributions is the enhancement of the existing database of the Profile of 4ps staff.

In the year 2013, she took part in the development of the biometric system for the 4Ps beneficiaries in the Autonomous Region of Muslim Mindanao. She was also one of the developers of the system used on the Disaster Family Access Card here in the Eastern Visayas Region which easily monitored the assistance given to the Super Typhoon Yolanda survivors.

Year 2014 when Kristylene exhibited her technical skills in computer programming by assisting in the creation of the DSWD Field Office VIII database of employees. Thus, when the DSWD Central Office introduced the Complete Operational Structure database by the year 2017, the field office did not experience much difficulty in adapting to the new system.

Also in the year 2014, she assisted in the consolidation of all IPCR rating in the field office as well as in the review of the List of DSWD employees entitled to receive Performance-based Bonus. She then was able to fast track the printing of certificates for the said bonus through Microsoft Mailings.

In the year 2018, Kristylene formulated a strategy for the entire Human Resource Planning and Performance Management Section (HRPPMS) which guaranteed time efficiency. Previously, encoding of applicant’s information entails a lot of time and effort. Then she developed a system in which information from the database of submitted application forms can be easily accessed and linked to another database containing details of longlisted applicants. Hence, there is no need to encode the applicant’s pertinent information including name, course, address, and contact details, into the database of longlisted applicants. HRPPMS staff can easily proceed to the hiring process.   

Apart from all these accomplishments, she also augmented in the Social Pension validation last April and May 2019 and during the Third Round of Listahanan Assessment last August 2019. She assisted in the maintenance of the DSWD Field Office VIII biometric system. Also, she served as one the facilitators during the in-house Civil Service Review for the employees.

She has been recognized as a finalist to the DSWD National Program on Awards and Incentives for Service Excellence (PRAISE), an award giving body for exemplary DSWD employees who have exhibited exemplary commitment and dedication to public service, held as part of the department’s 69th Anniversary Celebration.

Indeed, Kristylene is a silent heroine, who plays a very critical and important role in DSWD Field Office VIII, especially in its management of around 1,570 human resource who serves thousands of beneficiaries and clients regionwide. #DSWDMayMalasakit
