The Department of Social Welfare and Development (DSWD) Eastern Visayas completed 236 COVID related response projects through Kapit-Bisig Laban Sa Kahirapan- Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) Disaster Response Operations Procedure (DROP), as of to date.

Kalahi-CIDSS Deputy Regional Program Manager (DRPM) Gerardo Peneda said, “Out of 244 projects, 236 of which are completed. The completed projects are already of service to the locally stranded individuals, returning overseas Filipino workers, and medical and barangay frontliners in respective municipalities. We will make sure that the completion of the remaining eight projects is expected to be within the first half of November this year.”

Peneda added that community-identified projects vary from cash-for-work scheme to construction of health quarantine/isolation facilities, procurement of Personal Protective Equipment (PPE), provision of communication equipment, medical supplies, etc for use of locally stranded individuals (LSIs), returning overseas Filipino (ROF) workers and frontliners.

He then acknowledged the collective action of community volunteers and LGU who worked hand-in-hand to implement and realize these projects.

In Eastern Visayas, the national government and its development partner World Bank (WB) have funded over Php 174 million to 26 poor municipalities to implement these COVID response-related projects.

The DSWD Kalahi-CIDSS activates its disaster response operations procedure (DROP) in response to Proclamation No. 929 declaring a State of National Calamity in the entire country, due to the threats of health pandemic.

The Kalahi-CIDSS, one of the agency’s poverty-alleviation programs, uses the community-driven development strategy to mobilize communities in targeted poor and disaster-affected municipalities in identifying their most pressing needs, managing and implementing solutions, and maintaining them.
