In preparation for the full devolution of Social Welfare Services to Local Government Units pursuant to the Mandanas Court Ruling, the Department of Social Welfare and Development (DSWD) Field Office VIII deployed a mapping tool to generate information that would help and assist the national government agencies (NGAs) gain greater clarity in the assignment of functions across the different levels of government through mapping of existing financial and human resources, existing devolved programs and services, and assessment of LGUs’ readiness and absorptive capacities.

To further assist the LGUs in accomplishing the mapping tool, DSWD Field Office VIII conducted virtual and face-to-face orientations to 149 Locial Social Welfare Development Officers (LSWDOs). The salient features of the Mandanas Ruling were presented, highlighting the LGUs’ bigger roles and responsibilities in the implementation of the devolved programs and services coming from the national agencies, given the increased Internal Revenue Allotment (IRA) shares as stipulated in the ruling.

The results of the study will serve as a guide for the Department and local government units in the preparation of the 2022 transition plan. This will pave the way in setting the direction geared towards addressing the gaps and issues on social protection, developmental initiatives, human capital development, disaster risk reduction and management, and pursuing peace and order.

It will also be an entry point or structural basis of the Department in the provision of technical assistance and resource augmentation in increasing the capacity of local government units to deliver responsive basic social services to the communities.
